Counseling for California Employers
For the past fifteen years, Noël’s employment practice has focused on counseling employers, large and small, regarding non-union employment issues such as wage and hour issues, the classification of employees as exempt or non-exempt, discipline and termination issues, sexual harassment and discrimination as well as compliance with the Americans with Disabilities Act, the Family Medical Leave Act, the California Family Rights Act and the Fair Employment and Housing Act. She also represents clients in administrative hearings and appeals regarding unemployment and wage and hour matters before the Employment Development Department and the California Labor Commission, and harassment and discrimination matters before the California Department of Fair Housing and Employment and the Equal Employment Opportunity Commission.

Noel’s healthcare practice has included providing a broad range of services for hospitals and healthcare providers advising on day to day hospital issues including hospital contracts, clinical and regulatory issues, ethics and end of life situations, state licensing and Title 22 matters and the Health Insurance Portability and Accountability Act of 1996 (HIPAA). She has specific expertise in hospital emergency department operations, polices under EMTALA and patient consent issues. She regularly works “hands on” with patient care managers, physicians, and social workers on urgent situations involving consent or ethics issues, disruptive patients or family members, and police matters.

Noël also frequently advises clients in the financial and debt collection industries on compliance with the Fair Debt Collection Practices Act and the Gramm-Leach Bliley Act.
